Good afternoon Shane,
Reducing the number of parking spaces along 18th Street to 25 spaces would reduce the eligibility and therefore the
state cost share percentage for this Project. Pursuant to Rule Chapter 62B‐36.003(4), Florida Administrative Code,
nourishment projects funded by the Department shall be accessible to the general public and access used to calculate
eligibility shall be maintained for at least ten years following completion of each construction event. The Department
would require that the grantee for the Duval County Shore Protection Project return the funds for any change in
eligibility that results in the reduction of the state cost share percentage for ten years following the recent construction
event.
The project eligibility is outlined and mandated by Florida Statute and Rule and is calculated statewide along Project
shorelines regardless of the different towns, municipalities, and local governments that may manage the upland
property and beach access. Each segment of the Duval County Shore Protection Project must uphold the qualifying
eligibility units in order to maintain the state cost share percentage of 46.89% for the Project as a whole.

Hey Shane,
Just wanted to acknowledge receipt here. We will review and provide you with a response regarding the potential
change to the number of parking spaces along 18th Street.
With regards to the consideration of low speed vehicles eligible as units, this is something that would need to be
reviewed and discussed during a future rule amendment process. At this time, only automobile parking spaces qualify,
but we will maintain this recommendation and consideration when conducting the Department’s annual rule review.

I appreciate your response. However, we still have several questions being asked.
First ‐ I know the correction memo states that “In order to maintain the current state cost share of 46.89% for the
Duval County Shore Protection Project, public parking spaces must be maintained along 18th and 19th Streets in
Atlantic Beach, with the allowance of 4.5 units (parking spaces) to be removed without any change to the eligible
shoreline length.” We removed a total of 9 spaces last year that included the 4.5 in overlap and an additional 4.5 offset
from bike racks. However, some residents feel that we still have almost 100% shoreline coverage with our existing
parking count while other beach communities have much lower percentages without negatively impacting
their eligibility. Theses residents would like to reduce the parking at 18th Street further and don’t believe it will
negatively impact our eligibility. Can parking be reduced at 18th Street to change the parking configuration to parallel
on both sides without jeopardizing our eligibility? This change would drop the count to approximately 25 at 18th and
reduce our % coverage by the associated number of spaces.
Second – Are there any discussions to allow low speed vehicle parking to be counted toward beach renourishment?

Good afternoon Shane,
Thank you for contacting us regarding the ongoing discussion of parking within the City of Atlantic Beach. The
Department provided the attached memorandum to the City of Atlantic Beach and the City of Jacksonville in July 2020 to
clarify any concerns regarding the eligibility calculations for the Duval County Shore Protection Project. The Beach
Management Funding Assistance Program’s eligibility is clearly defined in Rule and the City of Jacksonville’s consultant,
Olsen Associates has provided maps to show the units and tables to support the calculations that are used to generate
the state cost share percentage for the Project. The Department believes that there is sufficient information in Program
Rule and Florida Statute as well as previous discussion and correspondence to resolve the eligibility concerns.
If there are specific concerns that are recurring or remain to be clarified, then we would be happy to review those
concerns and provide any comment, but Department staff are not available to participate in the public workshops. The
City of Jacksonville is the local sponsor for the state cost share grant agreements for the Duval County Shore Protection
Project, so all subcontracts and parking concerns between the City of Jacksonville and City of Atlantic Beach should be
handled on a local level.
