arial700@aol.com Gerrity, Joseph; Cook, Michelle Glasser, Ellen Changes to pervious- impervious, hen pilot considerations and well, dogs Thank you for your quick response and for clarifying the pervious / impervious subject. I am pleased with this approach. I appreciate your leadership. Also, I do not want to file a complaint, about dogs, with Michelle Cook. She and her department are amazing and busy! I live with the dogs. It’s life. And I am happy with the city manager and his team and the job they do for us. As for the hens being permanent, the last thing I read was that it was to be a multi-year pilot so I wasn’t following the pilot closely. At least the permit requests are few. Thank you! I plan to make this very clear next week. The standards we are considering are for new development and redevelopment (lots cleared). If it passes, we would only inspect and discover unpermitted work in back yards IF there is a stormwater problem that is affecting your neighbors. > > I hope this answers your questions. We had workshop and public hearings on this before making it permanent. I am sorry if you did not know this - we had no complaints and the number of permits is quite small. I have not gotten feedback on the dogs that belong to hen owners, but I do know that they must be leashed. With respect to the other activities you describe (yuck!), I am passing along to Chief Cook so she can share with Animal Control so it is on their radar. > > If I have left something out, I have copied the City Manager & Chief Cook for their response. > > Regards, > Ellen > > > ________________________________ > Ellen Glasser, Mayor > eglasser@coab.us > (904) 472-6262 (cell) > > Florida has a very broad public records law. We would be very unhappy if we did not have enough space left to further improve our home/ property because the rules changed after the fact. > > Outside of the pervious/ impervious proposed change and allowing the hen pilot... every decision has been a great one! You are all doing a great job! > > We have to mention the hen pilot program because we have challenges with some dogs (going 1 and 2) in yards killing grass and leaving a pile, the incessant and annoying barking and off-leash dogs that “nip”at us. I cannot fathom my neighbors having hens if how they “train” and “control” their dogs is any indication of how they will manage their hens. We missed that this was a topic being discussed otherwise we would have been present. > > We do know that there are many, many responsible pet homeowners but where we live, the neighbor behind us, next door, across the street and 2 house down have constantly barking dogs, one is a nipper. We do have 3 neighbors that have very good dogs and they are very much welcome to visit and play with us. Also dog walkers come down our street with 1-5 dogs and curb their dogs in yards. One man had been picking up dog poop and tossing it in our hedges. It was so weird to find poop there on a regular basis. We said something to him when we caught him in action. > > You know they have companies that ID dog poop. Every pet owner has to register, send in a sample and pay a fee once. > > People finding poop, at the beach, in a park, in their yard, bag it (prepaid shipping bag) and send it directly to the poop company. The company IDs the poop to an owner (if in Atlantic Beach) and fines them. It sounds silly but after one fine, dog owners start picking up after their dogs. > > We are a beach community (ocean sounds and peaceful), not a farm. Our homes are too close together. The hens smell and their noise is annoying. Also, they can fly over the fence if let out of their coop when cleaning it or playing with them. We would not enjoy having a hen coop the size of a shed 5 feet from the property line. It would be great is you required a sign off from adjoining neighbors and going forward hen owners must reapply every year. If they have complaints, about their hens, they lose the privilege of having hens. We know this is extra work for the city but if you allow hens and coops then someone has to be responsible for oversight to protect the rights of all citizens. > > Thank you for accepting this email.
