Meeting called to Order: at 11:46 a.m. by Michelle Forstrom, President
Attendees (members and guests): Total number in attendance was 24. Christopher P. Barnes, Kathy Bruning, Wayne Clark, Leroy Frazier, Robbin Garcia, Henry Irving, Jeff Klugh, Rodney Mitchum,

Approval of Minutes: A motion was made by Leslie Banta to accept the minutes from the July 11 meeting with a second by Jeff Klugh. The motion carried and the minutes were accepted.
Treasures Report: Copies of the updated N.E.A.C.E. 2017-2018 Membership Roster and report of the current balances was provided and read by Jeff Look. The current balances are as follows:

Approval of Treasurers Report: A motion was made by Leslie Banta to approve the Treasurer’s Report with a second by Pelion Shugart. The motion carried and the report was accepted.
Old Business: None was discussed.
New Business: An update on F.A.C.E. Board of Directors was provided by Michelle Forstrom:
- Membership Dues for 2019 should be paid December 1, 2018.
- The 30th Annual F.A.C.E. Conference will be held in Orlando (June 11-14) 2019; and the location for the conference the following year 2020 has yet to be determined.
- F.A.C.E. 3rd Vice President will be going to the ICC Conference soon
- Jeff Look would like the membership to consider changing banks for the N.E.A.C.E. account for easier access in all counties of N.E.A.C.E. membership (e.g. TD Bank) and provided maps
with locations of several banking institutions. Discussion was tabled until after the Guest Speaker’s presentation.
Speaker/Presentation: <Michelle introduced the guest speaker, Denise May, Attorney for the City of Jacksonville Beach. Her presentation, “Hoarding and Code Enforcement”, covered the
many aspects of hoarding.
Hoarding is more common than anyone realizes. Code enforcement officers do not have the authorization to access private property. She gave tips on how to recognize it and what may be
done about it. There are often some agencies and community efforts to help these situations. Code enforcement officers should know their city and county codes and ordinances.
“Hoarding” was defined as the storing of excessive items; however, it may also include the hoarding of animals which usually includes animal neglect and/or animal cruelty. Most people
don’t see it until it reaches the outside of the property. Hoarding often causes problems with odors, fire safety, infestations of insects and/or rodents, and sometimes involves the
neglect of people or animals. Many hoarders are unaware their lifestyle is a problem.
Questions regarding Hoarding:
Why do people hoard things? 1) they often perceive the items as valuable; 2) it provides a sense of security; and 3) they have a fear of losing valuable items.
Why is hoarding a public safety issue? 1) fire hazard, 2) blocking fire escapes, 3) attracts or fosters rodents, etc., 4) may compromise personal safety as people may become violent.
Should family interfere? Hoarding is often a mental issue so no one should intervene without professional help.
What can/should code enforcement officers do with hoarding complaints? Do the best you can but if warranted, take action: if children, elderly or animals are involved. If the building
is not structurally sound contact the building official there is a plenary authorization for the fire department if it is a multi-family situation. Issue a proper notice for technical
code violation to the property owner and the responsible party or parties (leases). Also contact family members to facilitate the resolution of health & safety threats on the violation.
Tips for Investigation:
Immediate crisis? It usually isn’t because this behavior has been ongoing for a long time.
Can if become an immediate crisis? Yes, so follow the “Do’s and Don’ts”:
Do:
Talk face to face
Be gentle and respectful
Be calm
Evaluate for safety
Evaluate for human and/or animal neglect
Refer to proper agency
Work with other agencies
Don’t:
Force intervention
Be critical or judgmental
Use their first name
Make negative associations
Negotiate short-term goals and ask for improvements with specifics per period of time
Child or Elder neglect: Florida Statutes require the mandatory reporting of abuse, neglect or exploitation for children (Child Protective Services FS 39.201) and vulnerable adults (Adult

What is adult self-neglect? Failure to eat, care for self, daily hygiene, dress, etc.
When making a report, give as much information as you can when you call (e.g. what, when, where, how and why?).
Animal Neglect/Cruelty: look to your local county/city regulations or ordinances on Animal Abuse, Cruelty, Control. The regulations will direct you to the proper agency. If there are
none then contact ASPCA (The American Society for the Prevention and Cruelty to Animals)

Are there wastes, odors, insects or rodents? FS 386.03 Notice to remove nuisances; authority of the Department of Health and local health authorities; gives authority to remove nuisances.
Final Considerations: If the complaint is not enough to justify warrantless intrusion onto one’s private property, then:
If you smell oil or chemicals, then it is an exigent circumstance; otherwise you will have to obtain a warrant.

Other business:
Following the presentation Michelle turned the floor over to Jeff Look to continue the discussion of changing banks used for NEACE business. He suggested a motion be made to allow for
the investigation and research into the banking options that would be close to all the NEACE membership. A motion to allow for the investigation/research of banks was made by Leroy
Frazier with a second by Rodney Mitchum. Jeff stated that he would bring the banking options information to the next NEACE Chapter meeting.
Michele mentioned that there will be nominations for officers at the next meeting in November.
Leslie Banta asked how many of the members were ICC certified. She stated that there are resources available to submit recertification credits from FACE (e.g. FACE Conference credits
are available to be used). The 2nd VP for FACE is the point of contact. In order to use NEACE credits for ICC certification, they must be submitted 10 days in advance.
Next Meeting Date and Location: </Michelle announced the next N.E.A.C.E. Meeting will be November 14, 2018, hosted by Alachua County. The meeting place and guest speaker are TBD.
Michelle also mentioned that the meeting schedule as listed on each agenda carries over from year to year. Changes may be made if necessary.
Elections will be held during the December 12 meeting hosted by St. Johns County.
A motion to adjourn the meeting was made by Jeff Look with a second by Chris Barnes and the motion carried. The meeting adjourned at 1:02pm.
Afterword: During a discussion over lunch, the potential opportunity of a local F.A.C.E. Legal Issues Certification class was discussed. Michelle asked the membership to email any
Board Member with interest as there must be at least 20 in attendance for the class to be offered in the N.E.A.C.E. area.
