Re: PRE-CONSTRUCTION, FORM BOARD, AND FINAL POST-
CONSTRUCTION SURVEYS REQUIRED.
Per COAB, Section 24-68(a), a PRE-CONSTRUCTION TOPOGRAPHICAL SURVEY and a POST-
CONSTRUCTION TOPOGRAPHICAL SURVEY are required for any new development, including swimming
pools.
Sec. 24-68. - Stormwater, drainage, storage and treatment requirements.
(a) Topography and grading. All lots and development sites shall be constructed and graded in such a manner so that the
stormwater drains to the adjacent street, an existing natural element used to convey stormwater (see section 22-303,
definitions: Stormwater management system), or a city drainage structure after meeting onsite storage requirements, as
set forth within this section. The city shall be provided with a pre-construction topographical survey prior to the
issuance of a development permit and a post-construction topographical survey prior to the issuance of a certificate of
occupancy. Elevations in all topographic surveys will be referenced to NAVD 1988. Said surveys shall be signed and
sealed by a licensed Florida surveyor.
Except as required to meet coastal construction codes as set forth within a valid permit from the Florida Department of
Environmental Protection; or as required to meet applicable flood zone or stormwater regulations as set forth herein, the
elevation or topography of a development or redevelopment site shall not be altered.
1. A pre-construction topographical survey must be provided with the building permit
application for any new development over 250 square feet.
2. A site survey, showing Finished Floor Elevation (FFE), Building Restriction Lines (BRL),
and distances to property lines must be on site for the Slab Inspection, where any part of a
proposed structure is less than 0.5 feet from any BRL.
NOTE: A Form Board Elevation Certificate, signed by a licensed surveyor, may suffice, where
the proposed structures are greater than 0.5 feet from all BRLs.

3. A final post-construction topographical survey must be provided before the Final
Inspections can be scheduled.
The surveys must be original document; prepared by a licensed surveyor; signed, sealed, and
dated; drawn to scale; and should be of sufficient size and clarity to indicate the location,
nature, and extent of the new work and the existing structures on the site. The surveys must also
show the locations and dimensions of the following: all impervious surfaces, pavers (new and
previously existing, not removed by construction), setbacks, distances from lot lines, finished
floor elevation, street address, site drainage patterns, and established finished grades. Where
on-site stormwater retention is required, elevations must be shown to fully define the retention
areas. (See COAB, Section 24-68 through 24-70 for other stormwater requirements)
All elevations should reference NAVD 1988 and the elevation and location of the benchmark
for the survey should be indicated.
If the structure is located in a flood zone, please provide finish floor elevations for all floor
levels, including garages, enclosures, and habitable spaces. Additionally, a preliminary FEMA
Elevation Certificate is required before the slab is poured and a final Elevation Certificate is
required before final C.O. inspection, per FEMA and NFIP Guidelines.
Other features to be shown include flood zone boundary lines, base flood elevations (BFE),
flood ways, the Coastal Construction Control Line (CCCL), all easements, storm water
retention areas, all storm water requirements of COAB, Land Development Regulations,
Sections 24-68 through 24-70 and any other development features.
All fill dirt must be approved by Public Works before delivery.
The pre-construction, form board, and final post-construction surveys are important documents
for ensuring adequate drainage throughout neighborhoods, code compliance, and archiving this
information in the permanent record. We appreciate your cooperation in this matter.

ASSIGNMENT OF FLOODPLAIN STORAGE RIGHTS THIS ASSIGNMENT OF FLOODPLAIN STORAGE RIGHTS (this "Assignment") is made and delivered as of April tZ!, 2021 by Atlantic Beach Country Club, Inc., a Florida corporation ("Club"), whose address is 1600 Selva Marina Drive, Atlantic Beach, Florida 32233, to and in favor of Selva Preserve, LLC, a Florida limited liability company ("SP"), whose address is 248 Levy Road, Atlantic Beach, Florida 32233. Recitals A. Selva Marina Country Club, Inc., a Florida corporation ("SMCC"), and SP previously entered into that certain ·Easement and Flood Plain Compensation Agreement dated October 15, 2009 (the "Easement Agreement"), pursuant to which Club agreed to provide up to 30,000 cubic yards of floodplain storage at a location to be determined by the Club. Club is the successor in title to the real prope1ty subject to the Easement Agreement. Pursuant to the Easement Agreement: SP is allowed to utilize the Club Property to fulfill its FPC Requirements; the Club granted ce1tain easement rights to SP; and SP granted ce1tain easement rights to the Club. Capitalized te1ms used herein but not otherwise defined shall have the meanings ascribed thereto in the Easement Agreement. B. The obligations of the Club to SP were fu1ther memorialized by that ce1tain Acknowledgment and Release Agreement by and between the Club and SP dated as of January 3, 2020(the "Acknowledgement"). Pursuant to the Acknowledgment, SP agreed that the Club's obligations to SP under the Easement would be satisfied by the assignment of 3,000 cubic yards of floodplain storage to SP and provision of floodplain calculations and survey. The Club has provided SP and the City of Atlantic Beach that certain repmt of floodplain storage availability and survey prepared by Gemini Engineering & Sciences, Inc. dated February 26, 2021 (the "Gemini Report"). By delivery of this Assignment, the Club will have discharged its obligations to SP under the Easement and Acknowledgment. NOW, THEREFORE, in consideration of these mutual premises and other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged the Club hereby assigns ce1tain flood storage rights to SP as follows: 1. Recitals. All of the above Recitals are fully incorporated herein by this reference. 2. Assignment. Pursuant to the Gemini Repo1t, as furnished to and approved by the City of Atlantic Beach, the Club has 5,007 cubic yards of flood plain storage available on the real property owned by the Club in its cmTent configuration.
