The regular meeting of the Cultural Arts Board was held Wednesday, November 18, 1998 in the
conference room at City Hall. Co -Chairperson, absence, Nancy DeCandis called the meeting to
order at 6:45 P.M.
Present were: Nancy DeCandis, Nancy Bodge, Karin Clark and Woody Winfree.

Nancy D. would like the First Night Committee to give the Board a status report on a regular
basis. She states the Board has concerns because the First Night Committee meeting is after the
Board meeting; thus, the Board will find out about actions taken by the Committee after the fact
and the Board is still responsible for the Committee until they become their own entity.
Nancy reported that the Cultural Arts Board has received a Citibank grant for First Night in the
amount of $10,000.00 for the year 2000. She thanked Karen Summers for initiating the first
proposal for the grant and Tammy Deitchman for working with Nancy to put the package
together for submission each year since. Nancy D. has concerns over the continuation of City
contributions in light of the grant. Woody mentioned that her interpretation is that the City feels
they are contributing to an important event , therefore they would continue to assist. Karin stated
• from year to year it will become a harder task to receive City monies, so a lot of P.R. will need to
be done to keep the City well informed as to the benefits of this yearly event to the City.
Nancy D. stated the Board has not traditionally had a meeting in the month of December because
everyone is working on First Night and it was a consensus of the Board to not hold the December
meeting. She then motioned to ask First Night to move their January meeting to 7:00 P.M. on
January 20, 1999 and to have ready a status report of their event with supporting documents and
a discussion on 501 C3 status. Woody seconded, Karin and Nancy B. amended the motion to
include that the supporting documents must be in writing and the motion carried. Nancy D. then
amended the motion again to move the First Night meeting to 6:30 P.M. on the night of the 20'
with Cultural Arts Board meeting to follow at 8:00 P.M.. Nancy B. seconded and the motion
carried.
Nancy D. stated that it was brought to her attention that Atlantic Beach Elementary School has
lost its art teacher due to lack of money for art in the school budget. The Board feels it would
like to help in some way. It was felt that it would be beneficial to find volunteers from the
community that will provide hands on teaching for the children. Discussion ensued and Nancy B.
volunteered to contact Lucy Stewart at the school and indicate that the Cultural Arts Board is
interested in helping out in some way. She will ask Ms. Stewart to share the school's needs for art
and hands on art support. Nancy B. will then relate the school's needs to Nancy D.and Karin and
they work on publicity of these needs in order to attract volunteers.

Nancy B. and Karin will work on date for the Spring Fling. It was felt that the same format should
be used as the last concert but a different Navy band.
There being no other business, the meeting adjourned at 7:15 P.M.
