09-16-98v• A regular meeting of the Cultural Arts Board was held Wednesday, September 16, 1998 in the Commission Chambers. Chairperson Alice Gartland called the meeting to order at 6:45PM. Present were: Gary Seabrook Nancy DeCandis Woody Winfree Rosemary Fletcher Karin Clark Nancy Bodge Alice Gartland Mayor Suzanne Shaughnessy, Commission Liaison Timmy Johnson, Staff Liaison Mike Borno, City Commissioner Jim Jarboe, City Manager Allen Jensen, City Attorney Rosemary motioned to approve the minutes of the last regular meeting, August 19, 1998, Woody seconded and the motion carried. Karin reported that fliers for the Concert in the Park are available and ready for distribution. The Beaches Leader and Shorelines will run three articles. Alice mentioned giving a stipend to the Mayport Mariners for their performance. Karin will provide Timmy with a contract from the Mariners. Karin also reported that there is a City Ordinance that • prohibits banners. Mayor Shaughnessy reported that Cindy Grossberg requested the Mayor and Commissioners presents at the meeting to clarify what was said at a Commission meeting about First Night: being out from the City. Rosemary mentioned that the Board does not know what the pros and cons are and really does not want that decision made without their input. Allen Jensen reported that at the beginning the Commission agreed to assist First Night Committee with seed money, but the goal was for the Committee to become self supporting. The Mayor added, the first year the Committee was given $5,000, which was not used and was given an additional $5,000 the following year. It's not that the Committee wouldn't be able to use City facilities and be given City funds. The City advanced money to Town Center Agency because they provides a service to the City. There are restrictions on making charitable contributions, but if the City is getting a service in return, the City could so structure it that way. Allen reported that it's to the City's advantage to have First Night Committee out on its' own, but there would be an agreement between First Night Committee and the City to provide a service. Nancy thanked the Mayor, City Commission, City Manager and City Attorney for attending the meeting. . Alice reported that she had some information from the State of Florida saying the state had $26.3 million in grant funds for the Arts and Duval County only received $500,000. Some smaller counties received $1 million each. It's her opinion, that the City should receive some of the funds, but would need a professional grant writer to write the grant. The City Manager informed her that if the Board need the City to write a grant, let him know. The Mayor request a letter from the Board and she would contact the County concerning the grant funds, Alice agreed to write the letter. Commissionerr-Borno mentioned that the Mayor summed everything up pretty well and that his opinion is things seem to be fragmented. The Committee does not understand that it reports to the Cultural Arts Board. Nancy D. mentioned that the Board did speak with the Committee concerning the chain of command. The Mayor stated that her goal is to have a workshop on Committees and Boards, get conscience from the Commission on how they will operate and they will have regular reports dates so that the Commission fills informed. Karin reported that the Children's Committee would like to set up a table at the Concert in the Park, so they can recruit volunteers for the First Night Event. There is no rain date for the Concert in the Park. A City • employee will be available for set up and Karin will have an emergency number. Alice reported that funds are remaining in the budget and she suggest not charging for the Art Classes next year, but paying the teachers. Nancy stated she would look into it and give a report at the next meeting. The Board recommends discussing incorporating First Night at the October 21, 1998 meeting at 7:OOPM.
