A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AWARDING RFP 21-03 SOLID WASTE, YARD WASTE AND
RECYCLING COLLECTION AND DISPOSAL SERVICES CONTRACT.
WHEREAS, on April 14, 2021, staff received two proposals for RFP 21-03 for Solid Waste,
Yard Waste and Recycling Collection and Disposal Services, one from GFL Solid Waste Southeast,
LLC (GFL) and one from Meridian Waste; and
WHEREAS, the proposals were evaluated based upon the following criteria: Scope of
Services, Qualifications and Competency, Equipment Availability& Capability, Financial Capability,
Pricing, Value-Added Benefits, and Attendance at the Pre-Proposal Meeting; and
WHEREAS, the Total Possible Points were 105 and GFL scored the highest at 98.75, while
Meridian Waste scored a 74.25; and
WHEREAS, staff then began negotiations with GFL regarding pricing and contract
stipulations and the final contract has been reviewed by both the City Attorney and GFL's legal
department; and
WHEREAS, the City favorably negotiated lower rates than originally submitted in GFL's
proposal, along with other favorable conditions; and
WHEREAS, the initial contract term will be for 6 years, 10 months, commencing August 1,
2021 and terminating May 31,2028. Thereafter,for any extensions,the annual terms shall be for seven
7) years commencing on June 1 and terminating on May 31 of the applicable years.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby authorizes the Mayor to execute the Solid Waste
Agreement with GFL; and
SECTION 2. The City Commission hereby authorizes the City Manager to approve a
Purchase Order to GFL for the remainder of FY2021.
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
