A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
APPROVING AN AMENDMENT TO THE 2019-2022 COASTAL FLORIDA
POLICE BENEVOLENT ASSOCIATION CONTRACT, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
AMENDMENT.
WHEREAS, the City of Atlantic Beach currently has a contract in place with the Coastal
Florida Police Benevolent Association; and
WHEREAS,the effective dates of the contract are 2019-2022; and
WHEREAS, each year the contract is amended to update up to four provisions, other than
pay or benefits; and
WHEREAS, the City agreed to negotiate wages due to the competitive market for sworn
officers; and
WHEREAS, the Coastal Florida Police Benevolent Association and the City had a
successful negotiation process this year;
WHEREAS, the Coastal Florida Police Benevolent Association and the City opted to
create an amendment to the three-year contract(2019-2022);
WHEREAS, in addition to providing an update to update the wages provision with an
hourly increase in the step plan for officers and sergeants,the following provisions were amended:
Article Description
12 Codify current practice for calculation of holiday pay for those working overtime.
21 Updates language regarding the Physical Agility test to grant flexibility to the
Chief and eliminate dates that have passed.
26 Removes the time-in-grade requirements and provides an hourly rate increase to
the step plan for officers and sergeants based on years of service.Includes language
regarding time in grade to comply with these changes..
Provides for a change in the name of the SWAT to SRT.
Change to the minimum hours an officer in charge must work to receive the
increase in pay from 3 hours to 1 hour.
Miscellaneous The parties agree to each pay half, up to $2000 each, for an actuarial study
to determine the impact a pension multiplier change from 2% per year of
service to 3% per year for all sworn officers would have, utilizing the
actuary currently utilized by the city for its pension plans. The City is not
agreeing to a change,just to pay for half of the actuarial study.
WHEREAS, the Coastal Florida Police Benevolent Association ratified the amendment
and executed the Memorandum of Understanding.
NOW THEREFORE,be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. The City Commission hereby approves the amendment to the 2019-2022
Coastal Florida Police Benevolent Association contract;
SECTION 2. The City Commission hereby authorizes the City Manager to execute the
Memorandum of Understanding, amending the 2019-2022 contract;
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
